According to the Plan, Henan Province will focus on enhancing the R&D capabilities of existing national and provincial-level major innovation platforms in the steel industry, relying on the provincial Advanced Iron and Steel Materials Industrial Research Institute to undertake major scientific research projects. At the same time, by guiding the concentration of innovation factors toward enterprises, the province will strengthen the role of enterprises as the mainstay of innovation. Regarding the optimization of the product structure, the Plan particularly emphasizes the development of mid-to-high-end products such as ultra-wide and extra-thick plates, high-end stainless steel, and cold-rolled oriented silicon steel. Additionally, Henan Province will actively encourage enterprises to participate in the research and development of key "bottleneck" special steel products, including shipbuilding steel, mold steel, high-end bearing steel, high-temperature alloy steel for aviation, and high-strength stainless steel for nuclear power and energy equipment.

On June 15, 2025, the FCL unit of the Taiyuan Iron and Steel (TISCO) high-end cold-rolled oriented silicon steel project (Phase II), designed and supplied by MCC Southern Engineering, was successfully ignited, entering the kiln-drying stage. The FCL heat treatment furnace was supplied by MCC Southern Engineering's Thermal Engineering Division.

This marks the successful construction of another high-end cold-rolled oriented silicon steel high-temperature annealing ring furnace following the commissioning of the No. 1 ring furnace in 2021, further demonstrating MCCI's technological advantages in the field of high-end cold-rolled oriented silicon steel ring furnaces.

The Shanxi Provincial Department of Industry and Information Technology issued the Shanxi Province Steel Enterprise Transformation and Upgrading 2022 Action Plan. The plan states that it will promote the consolidation and capacity integration of steel enterprises, with a focus on advancing the integration of Jinnan Steel's capacity with Xingyuan Steel and actively promoting the integration plan for five steel enterprises in Changzhi City by the end of 2022. It will also focus on advancing the consolidation and reorganization of domestic and foreign steel enterprises by key players such as Baowu TISCO, Jinnan Steel, Jinnan Steel, Jinyun Steel, and Meijin Steel. Additionally, it will actively guide steel enterprises to carry out mergers and acquisitions with upstream and downstream industries such as coking, mining, pelletizing, equipment manufacturing, and construction, achieving energy conservation, carbon reduction, and circular development.
Leveraging Baowu TISCO as the "chain leader" enterprise, Shanxi will actively build a special steel materials industry chain of "special steel - components - complete equipment," focusing on the "extension" and "strengthening" of the chain, and will advance five key projects, including the TISCO Stainless Steel high-end cold-rolled oriented silicon steel Phase II pickling line. Relying on chain leader enterprises such as Jinnan Steel and Meijin Energy, Shanxi will actively build a "steel-coke-hydrogen" hydrogen energy industry chain, focusing on "complementing" and "extending" the chain, and will advance six key projects, including the Jinnan Steel Phase II Yicheng Base capacity replacement project and the Meijin Energy Industrial High-Purity Hydrogen Project Phase II.
